The following JJPL publications were created by JJPL and their collaborative partners to highlight the problems and opportunities for reform in the juvenile justice system in Louisiana.

1. Treated Like Trash: Juvenile Detention in New Orleans Before, During, and After Hurricane Katrina–As Hurricane Katrina approached, people throughout the region began to evacuate by the hundreds of thousands. New Orleans Mayor C. Ray Nagin estimated that by Sunday night, nearly one million people had fled New Orleans and its surrounding parishes. Among the many people who could not flee—even as the Weather Service's warnings continued, even as the city descended into chaos—was a group of children locked up in Orleans Parish Prison (OPP). The stories of these children, the systemic failures that led to their abandonment and the strategies necessary to fix juvenile detention in New Orleans are the subject of this Report.

2. Blueprint for Juvenile Justice Reform: Briefing Book–A 2003 guide on juvenile justice issues originally prepared for those seeking public office, this publication provides a comprehensive review on juvenile justice issues in Louisiana.

3. The Children Left Behind: An Assessment of Access to Counsel an Quality of Representation in Delinquency Proceedings in Louisiana–This comprehensive assessment documents the lack of effective defense for youth and makes specific recommendations for statewide system reform. Published in 2001 in partnership with the American Bar Association Juvenile Justice Center and numerous defense experts.

4. The Children Left Behind Annual Update–An executive summary of the original 2001 report, this publication also includes a year-end status report on juvenile defense as well as a description of Louisiana’s response to the juvenile indigent defense crisis.

5. Factbook for Louisiana’s Leaders–This review of juvenile justice issues contains the 2003 Platform for Effective Juvenile Justice Reform and was created for public policy leaders. It contains critical issues that all advocates and decision-makers should consider in Louisiana reform efforts.

6. Making Your Voice Heard: Family Advocacy Handbook–Originally written in 1999, this hands-on resource guide provides vital legal information and practical tips, as well as a glossary of frequently used terms, for parents, families and other concerned people who have a young person caught up in the juvenile court system and/or locked up in a juvenile facility in Louisiana.

7. Tallulah Timeline–A historical presentation of Tallulah Correctional Center for Youth (renamed Swanson Correctional Center for Youth) that tracks its inception and its problems from 1994 through 2003.

8. Ya Heard Me – This is a series of individual publications containing original art and writings, such as poetry and narratives, created by incarcerated youth in Louisiana.
